Phytosanitary certificates
Certain states require that a phytosanitary certificate be issued for all plant material coming in to their state. Currently (according to the Massachusetts Department of Food and Agriculture on 10-09-02) these states are:

Compliance with the requirements for phytosanitary certificates is in place to protect our national food crops from unwanted pests.
